Is oppression really a bad thing?
In Susan Collin's Hunger Games the Capitol has complete control. There were 13, now 12, districts in the land Panem; post America. We learn early that the Capitol thrives while most of the districts suffer.President Snow, who runs the Capitol, claims to be generous in letting the districts live.
In the early years of Panem the districts had a huge uprising. As a result, President Snow ordered the bombing of district 13, which now no longer exists. This is the main reason the Hunger Games were invented. It's a lesson to those who tried to overthrow the Capitol.
